Below Poverty Line is an economic benchmark and poverty threshold used by the government to indicate economic disadvantage and to identify individuals and households in need of government assistance and aid. It is determined using various parameters which vary from state to state and within states.

The stated objective of Government of Sikkim is to target and uplift the section of the population who are socio-economically marginalized. A number of welfare schemes are being implemented and job reservation has also been declared for this section. GOS vide circular number 9/Home/2014 dated 25/11/2014 has declared DESM&E as the Nodal Department for identification of persons/HHs living below the poverty line. By virtue of this notification, the department is now required to conduct periodic survey/studies to identify, update, compile and maintain the BPL records.
